The 38th annual Elkhart Jazz Festival kicked off today, and the atmosphere downtown was swinging, as music, food trucks, and vendors lined the streets.

Out-of-state hire Andy Stephenson is the new City of Goshen police chief, bringing with him 30 years of experience, and he's already put a lot of thought into his goals and plans for the department.
